Commission to fund research on China’s cyberwarfare capabilities

A commission established by Congress to monitor issues important to the United States’ relationship with China is looking for a contractor to analyze the capabilities of the Chinese government and its affiliates to conduct cyberwarfare and exploit computer networks.

The U.S.-China Economic and Security Review Commission (USCC) issued a request for proposals Dec. 19 for a contract to produce a one-time unclassified report that would:

• Identify and assess major actors in China — state-affiliated and state-sponsored — who appear to be engaged in developing cyberwarfare capabilities.

BEIJING — Hackers trying to download information by manipulating or breaking into computers would face tough penalties under a draft amendment of the criminal law which is being debated by China’s top legislature on Monday.

The draft amendment, which has been forwarded to the Standing Committee of the National People’s Congress (NPC) for review, also stipulates penalties for illegal private banks and for organizing pyramid sales.

NATIONAL security concerns about Chinese espionage could threaten the new frontrunner for Australia’s $15 billion publicly backed national broadband network.

Security agencies will closely examine the bid lodged by Singtel Optus, which is believed to propose the involvement of Chinese telecommunications equipment-maker Huawei Technologies to help build its network. Huawei was the subject of a US congressional investigation on national security grounds this year after legislators expressed concern about its links to the Chinese military and intelligence apparatus. The concerns led Huawei to withdraw from its joint $US2.2billion ($3.3billion) bid to buy a stake in US internet router and networking giant 3Com.

The security woes continued for Microsoft after Chinese security researchers mistakenly released the code needed to hack a PC by exploiting an unpatched vulnerability in Internet Explorer 7.

At one point, the code was traded for as much as $15,000 (£10,000) on the underground criminal markets, according to iDefense, the computer security branch of VeriSign, citing a blog post from the Chinese team.
